HQs and Detection Levels

Does the detection level of an HQ unit in a hex affect the effectiveness of attacks on that hex (13.1 and 13.2.1)? I ask because it seems that HQ are harder to detect – their detection level seems to go up more slowly than other units in a hex when moved adjacent to.
