Map Editor?

Combat Command is Boku Strategy Games World War II operational game. strategy games played warfare on a hex playing field with turn-based game play utilizing company-sized units. Game design aspects include turn phases, combat resolution, unit design, scenarios and artificial intelligence.

Map Editor?

It appears to be so - but I want to be sure ...
Does CC contain a full map editor - that is, make your own maps from totally blank terrain?

Yes, this is correct.  It is a full editor, from creating maps to adjusting unit stats.

Technically no, though if you really wanted to get creative, I suppose you could re-photoshop the in-game templates.

In the event the graphics are in BMP format or JPG format, they can be edited with the free Microsoft Paint.

I was able to mod the flags easily with Paint.net so you could, with a little work, have Korean War or Vietnam or whatever.
