Aside from HQ Buildup...is there a way to improve/restore the CV of units?

Let them rest and also put them on refit if their ToE is down.

You could also add some direct support (I do this for my Mnt divisions before winter so each brigade - I split them for better coverage - has a higher CV).

How do you supply direct support to individual units?

He means you could always attach a support unit directly to the division. Use the assign function in the divisions detail window.
