Russian aircraft upgrade paths

I've noticed the older models of soviet fighters, all I-15 and I-16 models, have no upgrade paths in the game.
Thus precious AP's have to be expended to upgrade them manually as the auto upgrade function won't work.

Is this something resembling a bug, or a conscious decision ?

It is WAD. They can get automatically swap out. Upgrades are mostly used by production system.
