Negative Manpower

Twice now I have faced negative numbers in my manpower pool report. I am not sure what it means.

Don't know if it is a good or bad news, but I'm not able to replicate negative manpower with provided save when using latest code.

Good that it goes away with the latest, because I got it again on my turn where I tried the encirclement. Mentally I am treating it like "men on credit" sort of thing. It has never been more than a couple thousand...
