Name of book help?

There was a book and a movie about mapping the entrance/sand bars, or some such, prior to WWI. Michael York starred in the movie, IIRC.

Anyone remember the name of the movie and book. Thanks for the help.

Wow, I had never even heard of this movie. 
After 16 years, Civ II still has me in it's clutches LOL!!!
Now CIV IV has me in it's evil clutches!
