Indochina scenario supply issue

I'm running into a major problem with my allies. I have given the French HQ massive amount of supply but it is not getting to the french units, same with the Viet Minh. The French nor Viet Minh have any cities. What is the point if your allies are not drawing supplies from their parent HQ or from their allies HQ's. The French are placed inside Indochina, and the Viet Minh units are placed inside China to start, Help please anyone......

I haven't tried that scenario, but for supplies to get to sub-units, there are a few conditions.
1) you must have the supplies in the HQ- you can't send what you don't have.
2) The unit has to be in a sub-unit of that HQ (possibly under a sub-HQ); A HQ will not send supplies automatically to a unit which is not in its sub-organization (but you can send them by hand at a higher cost if you have the landcap).
3) The HQ has to be within a reasonable distance from the unit, but this is rarely an issue (this distance is pretty long, so it should not totally stop supplies);
3)There has to be an open supply line (not belonging to enemy units) between the HQ and the unit; 3) the HQ must have enough Landcap (trains and trucks) to transfer the supplies (but only if the transfer is by hand - transfers during the automatic part cost no landcap).
4) If the sub-unit is across water, you must have a PORT to send the supplies and a PORT to receive them, and enough seacap (cargo ships) to carry the supplies. If you do, the supplies will be sent automatically during the automatic phase and not cost any seacap points.

The most likely cause if source and receptor are not separated by water is that either you do not have enough staff or enough supplies or enough landcap (trains and trucks).

This is actually a scenario that I'm currently working on and have yet to upload this. I have figured out what the problem was. The Viet Minh are allied with China, while the French are allied with Indochina. Niether the Viet Minh or French control anyland and their HQ's are controlled by the Main Indochinese GHQ, and the Viet Minh HQ is controlled by the Main Chinese GHQ.

The problem is that since they control no land or raw matierials or oil they do not have fuel so the supplies cannot get to their units. I was under the impression that that did not matter but it seems as if it does. I now have to decide wether or not to make land in the far right bottom corner for the French. Thailand is allied to China and so Chinese units can operate with no problems in Thailand as long as their supply lines are not broken. I have uploaded images of this scenario in the mod section, take a look and let me know what you think.

I have also found out that without fuel, ie oil your army pretty much is screwed. Right now while playtesting my Indochina scenario I have to wait a few turns before i can move my armour forces any great distance. One solution maybe to add more oil refineries to the map for each player. Right now China doesn't have much of a problem with this and so they are almost ready to pounce aupon my poor Indochina......

The plan is to upload this scenario sometime today or tomorrow and get help from people playtesting this and taking their advice. I must say that I like the combat much better than AT orginal, this time the infantry actually stands and fights instead of caving and the casualty rate is not nearly as devastating. I have added more oil refineries for the Chinese and a couple more for Indochina. Northern Indochina is where the majority of the raw material mines are. I have increased supply multiplyer by 4, this can be reduced as needed.

The towns are mainly being used for either supply or refined oil or raw material refinement. For now at the beginning of the game I turn control for the French over to Indochina, so they take control of their units and China takes control of the Viet Minh units. Since I do not know how to program events, when China captures towns and cities in Northern Indochina I will then turn that territory over to the Viet Minh, so we will see how this works. If someone would want to program those events and seasonal events for me that would be appreciated. I will be attaching new graphics for this, a Indochinese, Communist Chinese, Viet Minh and French ID. This will be uploaded either sometime today or tomorrow....
