AP points WAD?

Each turn both sides get a specific amount of points that enable them to do different things, like creating fortifications & transferring divisions from one corp/army to another all fine & dandy but there seems to be a glitch with the divisional transfer system for example it costs 6 points to transfer a division from 9th Army to 4th Army however it cost only 1 point to transfer that same division from the 9th Army to OKH and then 0 points to transfer from OKH to 4th Army in the same turn saving the player 5 points. Is this supposed to happen?

Yes, I have noticed the same thing. It is in many cases cheaper to first transfer to a higher HQ and then down to where you want the unit to end up. This seems silly and it generates a lot of unnecessary clicking around to save a few AP, which is not what I want to concentrate on when I play the game.

However, I have only noted this as the German. Transferring divisions as the Soviet from one army to another is usually cheaper than transferring German divisions from one corps to another. This may be intended, I was just mildly surprised to note the difference.

I don't have my manual handy but I think if leaders pass their admin roles, the costs are cheaper.

I will check but I think it is the same for the Russian player that if the unit is in Stavka it cost 0 points to transfer from Stavka to the designated Army/Front but as you say because it is cheaper to move units as the Russian it might not be so noticable.

No, that is not the case here. If a leader passes the test, a box tells you about it, but that is not what I mean here, it is the cost as is.

I failed my initiative roll this morning, so I didn't look up the rule [:D]. However, IIRC (and I probably don't since I also failed my admin roll) there is a difference in cost if you transfer within a chain of command instead of across it (or maybe you get and advantage in rolls). In any case the cost is more to go from a corps in one army to another army than if you go up to army group and then down to corps (assuming the two armies are in the same army group.

I think. My self confidence is low here because I also failed my morale roll this morning as well. Maybe I should go back to bed and start over [:)]

EDIT Also this only occurs when the two corps are seperated by a moderate distance: too far and the transfer is not an option, too close and the cost is reduced anyway (most of the time, depending on rolls).

I might not be explaining my self properly you click on the division that you want to transfer when the box opens then you click on the parent HQ line another box opens with all the army & corps that you can transfer the unit to along with the different costs. What I am saying is that usually the cost to transfer the unit to OKH is 1 point once it has been transfered to OKH you can then transfer it to any army or corp HQ for the cost of 0 points distance has nothing to do with it. In one game that I played I had a panzer division that was out of the 5 hex range of its parent HQ (unit has a red border) I didn't have enough points to transfer directly to a closer HQ but I did have enought points to transfer the division to OKH & then to the closer HQ at no extra cost.  As I said I don't have a problem in how it works but I don't think that you should be able to transfer a unit more than once in any given game turn

I agree this should be fixed. In the mean time i would suggest not using an obvious loophole in the game. I'm sure that most of us are all adults here. Just because it's possible does not mean we have to do it.
