Political Points to Declare war

Question for the experts out there:
1) Is it possible to change the number of Political Points it takes to declare war?
2) Can I assign different Political Points to declare war per different people groups?

* my intention here is to create a scenario where certain people groups are more "warlike", and other people groups are more "passive" about declaring war.
