Rifle Upgrade Bug In Random Game?

I am around move 50 in a larger random game vs the AI and just did an upgrade to level IV for rifle/submachinegun. I have mercenary units which upgrade but the Rangers AND Rifle units do not upgrade. I have tried upgrading individual units and I tried upgrading in the OOB screen - neither work. I do have enough supply (43,000+) in my supreme HQ to upgrade. It also says in the detail screen that the Ranger ican upgrade to level IV. Anyone else see this or see something I'm missing.
I must say I do love the GOLD.
In combat, you will never meet a noisey veteran recon team.

I believe that issue is on the list for the first patch.
