According to Manual 9.2.2.3. I just need two gds. tank brigade and one normal tank brigade to form one gds. tank corps, right?

But I can only builtup normal tank corps, and I can't builtup any unit from 3 gds. tank corps

I think you may find that that is for Infantry Corpsrather than Tank Corps

You just don't have appropriate Guards Tank Corps OB at the moment. It was added at some point, but most probably you started before this fix. Now you need to wait till July 1942 when first Guards TC TOE will appear.
