Rebuilding Industry in Captured City

First time playing the Japanese against Allied AI. Have captured several citys in China that formally had large Heavy Industy and Resources numbers. Heavy Industy has a "Repair" toggle switch, but nothing seems to get it to recover. Am I looking for something that is impossible?

Hi,
first repair is a slow process with speed of 1 unit per day (and at a cost of 1000 supply/unit), second there must be at least 10000 supply in the base for repair proces to start up and that may be serious problem in China interior. Of course first question is if there is anything to repair in the first place (number of damaged units is shown inside brackes on the base industry screen).
It is worth noting that Heavy Industry it is permamentlty reduced by half each time the base is captured during a combat. Such destruction is irrecoverable and is in addition to any (repairable) damage that is applied on capture.
