Working with two other guys, it appears that it might work to use the following device values.
These are combined with adding many devices to locations - and getting rid of automatic supply
in large quantities at off map or map edge points - or reducing it. Peshawar was also added
as a map edge location. Looks like the Russian economy never ran - so automatic supply was
used instead of building it so it would have stuff where it appears and moved where it needs to go.
Anyway - here supply is mainly generated by HI and LI - with a tiny amount of free supply for cause
in a few places.

I began with unit definitions. Oil well are measured in bbl/day. The minimum wells pump hundreds of
bbl/day (the record is North of 3000). So 100 bbl/day is the base unit. Density determines the
bbl/ton - between 6.6 and 8 - so we selected a value near 7 - and got 15 tons per day. Thus an oil
device produces 15 oil out.

For resources, since 2/3 by weight are coal, I used coal mining. For a manual operation, a days work is
16 tons. So I selected 30 - for two shifts per man day. Resource production is 30.

HI and LI inputs are both 30 resources. Outputs are both 3 supply - for a 10:1 ratio. This seems
better than 15:1 or 5:1 - the first from stock - the second tested for 24 hours. HI also needs 3 fuel.
If HI is thought of as making gasoline, it converts 3 fuel to 3 supply. Otherwise, fuel represents POL
needed for various reasons to make the resources into supply points. Lubricants. Chemicals. Even
power in small amounts for some processes.

If a place produces things directly usable without processing - then we use daily supply to simulate it - but
only for the owning side. If a place produces oil that can be used as fuel - we convert it in a "refinery"
on site - even if there was no refinery. Stuff like that to make different locations - well - different - so their
value as sources is related to what it was IRL.
