HQ nationality and LCUs

1. Does it matter if the nationality of the command HQ is different than the nationality of a LCU attached to it?

2. The same question for an air group of different nationality than its HQ.

Can a RNZAF air group be attached to the South Pacific HQ on a base that is also under south pacific control?
