Many times now I have seen a brigade executing an exit or movement order freeze on the roads. Sometimes there is and sometimes there is not anything in front of the brigade and there is not a fuel shortage. Most of the time merely moving a way point gets everything moving. Why? (Valuable time is lost) Sometimes only the HQ moves and then you get the lone ranger HQ. Plan B is to order all the subordinates seperately - not cool. That gets them moving. But when you get to this point the game has become moot as too much time has been lost.

Personally, I'd give a Brigade/Rgt a move order to the vicinity of the exit, then detach and exit each major subordinate (Bn) using a separate exit order.

Fatigue is a likely culprit for sticking, but apparently there are some other causes (internal confusion of various march order groups? and spacing).
To eliminate fatigue as the blocking factor, you can set rest=none, then rest=max and this usually forces a unit to march if it is at all possible (excessive fatigue will prevent any significant marching - resting for a few hours out of contact, or detaching the most fatigued subunits to rest might get the remainder moving. You should be able to just set rest to 'none' but that doesn't seem as effective at moving a formation that is reluctant, and risks forgetting to set the rest to normal later.

With move orders it is worth adding a few un-needed waypoints even to simple routes, just to allow this 'nudge' that you note.

The lone ranger HQ/HQ + Hvy weapons, sounds like the foot troops are fatigued enough to 'need' rest according to the settings, while the motorised HQ and supports are fresh and can march longer - you can try forcing the unit to not drop stragglers if you see this happening - not sure if it will stop it after it starts, but as you can always explicitly detach a overfatigued unit it probably does less harm 'on' than is expected... keep a small HQ to pick up and control these drop-outs, and re-attach them at the end of the route if required.

I should have included the rest of the details. The entire brigade is motorised and fresh (FEB). Furthermore it happened once within 5 km of start. If there were valid reasons for the AI to halt movement then moving a waypoint ought not have restarted the advance. I have had formations run out of fuel and also be too tired to move. I know what tht looks like.

BTW I don't buy a motorised formation being too tired to move mounted. Units are always prepared to switch drivers.
