Epic Exp Mod Military Cost x5

This revision of the Epic Experience Mod has a more proportional increase in cost of all types of military and ship construction. Instead of simply adding 1000 to the cost of ships, it increases the cost of all military stuff, including defense installations or weaponry, by 500%.

Marshall Thomas suggested this was a better way to increase military/ship costs. He suggested 300%, but I thought that too low.
