Do eliminated axis HQ's come back?

HQs cannot be eliminated. They can only be DISBANDED. Disbanded ones do not come back.

It is theoretically possible for a HQ of the same name to reappear, but it won't literally be the same HQ. As Q-Ball stated, HQ's can only be disbanded (or will disband when it withdraws) and it can't be eliminated. However, there might be multiple versions of the same HQ in the scenario, which appear at various times after the previous incarnation has withdrawn/been disbanded. I'm not entirely sure, but I believe that in 1941 the I SS Panzer Corps will appear twice. I can't check currently as my PC with WitE on it has a burned out power supply that I'm replacing at the moment.
