'effect' weapon characteristic ?

I really can't figure what's the 'effect' of a weapon/device ?

This is an effectiveness of Air-to-Air or Air-To-Ground weapon, which is added to other characteristic in combat, ex. penetration, range. For the drop tanks it means the amount of minutes added to endurance.

So it is a bit redundant with others characteristics.

Another question. What does mean a 0 effect value and what progressiveness give to the values ? I suppose it is a pure arithmetic formule.

It doesn't have any effect for the ground weapons. Otherwise usually it is used as multiplier.
