When does that event fire?

Hi
Could someone please take alook at this?

Event: 106, [no news]
Trigger turn: 34 (November 14th, 1942).
Effect: Storms.
Turn range = 34...36.

Event: 107, Operation Uranus - Soviet Counter Attack
Trigger: Event activated.
Effect: Shock 1.
Value: 130.
Trigger Event 106 ().

Event: 61, [no news]
Trigger: Event activated.
Effect: Activate event.
Delay: 3.
Trigger Event 107 (Operation Uranus - Soviet Counter Attack).
Affected Event 63 (Manstein & Contingency Reinforcements released).

Event: 63, Manstein & Contingency Reinforcements released
Trigger turn: 45 (December 23rd, 1942).
Effect: News only.

So event 106 fires 107, that fires 61 and that fires 63 but 63 is triggered by turn 45 so does 61 just "arm" event 63 so that it can be triggered by reaching turn 45 or what?

If those events are all that there is, E63 is activated by whatever comes first; Turn 45 or event 61. But Event 61 seems to activate at turn 39 at the latest(36+3), making the turn activation moot, unless there are some probabilities less than 100% on one of those other events, in which case the Turn trigger might come into effect.

If the point was for E61 to "arm" E63, it should have been an "enable event" effect.
