Oil Loading problem in LA

Ok I have waited 4 turns before deciding to post this. Look at the picture below and you will see a TF that says its loading oil .. but the oil never gets loaded. 2 days have gone by .. Never happend on the stock version and I have upgraded directly to q3 and then ti q5. It seems to only affect LA as oil is loading in Abadan.

There is a min held at LA, which can't be loaded and it isn't a bug. Can't tell you how much as I'm not an AFB.

Bases that have refineries will reserve a supply of oil for the use of the refinery. Same for industry and resources. I forget the formula but it is a multi-day supply. The oil is there but you can not load it - the refinery has first dibs.

...and following on to Damian's and Don's comments, you will never be able to load more oil at LA or any North American base. The reason is that the oil production in North American equals the oil use in North America, so there will never be a surplus building up. The oil you are able to load at first is the surplus that was there at game start.

I load oil in LA all the time. With all the patches so far. I shut off the refinery in LA and let oil build up stock in LA, load tankers and then re-start the refinery in LA.

There is only one Allied place which needs to import oil. The oil import bill is quite modest and there are two far closer oil export sources than the USA West Coast.

All that is being achieved is an unneccesary reduction in Allied generated supplies and fuel.

But it's a great idea only if you prefer to export oil over fuel. If you can find an offshore refinery that needs oil, it will convert some of the oil to fuel and some of the oil to supplies; however I have a lot more ships that can efficiently ship supplies than I have tankers. So tell me why I want to divert tankers to effectively ship supplies?

I think the best solution is what Treespider came up with. He added daily oil arrival to the Panama Canal, representing the surplus USA oil that was actually shipped to Australia. Players can either use it for that or ignore it and it has no effect.

I agree and one shipment with one tanker lasts a looong time in OZ. As for turning the refinery off for four days (that is the longest I have ever turned it off), does not affect the amount available to the Allies; there is so much fuel and supply available on the West Coast that I doubt if anyone could ever shift it all to some other location.
