Cant shut off Light Industry

Cant shut off Light Industry

I am using beta patch 1108Q6.
I am playing as Japan and while trying to adjust my production noticed that the option to turn LI on or off is greyed out. I cannot change this from the industry screen nor directly from the base itself. Critical issue since its sucking up my resources unneccessarily.

LI represents the civilian sector of the economy (needed to keep the population alive and productive).

Why you changing threads again ?

I looked and you seem to be doing fine ... I am curious however as to how many actual Veh and Arm factories you've got building ...

Why don't you halt some of the Naval SY & Arm factories.

The better screen to show is the Overview screen...
