HELP change during game

Can the level of HELP for Soviets/Germans be changed in a PBEM game AFTER the game has started?

No. I've just tried it as a test and selected "Max Help Soviet" before loading a PBEM game that was started at "Even", but when I was asked to enter my password the game still said: balance - Even.

Yes, this is a game, or code, function. The scenario data has nothing to do with it.
