Factory relocation without rail connection.

I managed to relocate factories from Odessa even though the last rail line had been cut by the axis. Is this WAD? Are the factories assumed to move by ship in this case? Can't find anything in the manual about that.

Sort of........you are charged Rail Cap, even if the rails are cut. If the cities are ports that are connected, you can still magically transport out by Rail, if you pay the rail cap. They don't go out via boat.

I'm sure this is not how it was designed, but that's how it works

I'm sure this is not how it was designed, but that's how it works

Realistically you should still be paying the rail capacity hit for relocating a factory -- that is unless the intended final relocation city is a simple port-to-port move. Presumably the facilities are being moved from Odessa to Sevastapol (or whatever destination port), and than moved by rail to the Urals -- Ufa, Chkalov, Kazan, Sverdlovsk, or the like. However, when I checked, the sea lift capacity for the Russians in the Black Sea was only 8500 (although this was the Turn-1 Sea Lift Capacity -- dunno if it increases on successive turns or not). But at only 8500 this would presumably limit sea movement of Soviet industry to no more than one arms point per turn from Odessa.

No that is not correct. Q-Ball correctly pointed out above that you do pay rail cap when moving factories from a port that is isolated from the rail net.

Movement of supplies and factories over water is abstracted. Their movement does not count against your shipping point allowance for Naval Transport and Amphibious Naval Transport.

A lot of industry was evacuated by sea by the Soviets, so I think this is entirely realistic! That it doesn't cost sea capacity is a minor point IMHO, as the Soviets had plenty of shipping in the initial months of the war.

Moving industry via sea movement without an inherent hit to sea lift capacity falls under the heading of "magic" rather than "abstraction".

I don't doubt that the Soviets may have moved critical industry by Sea. However, "plenty of shipping" comes off as sounding a bit obtuse. Do you mean to say that the Russians had plenty of excess shipping available? What are you defining as "plenty"? Why don't I have access to this "plenty of shipping" thing in the Black Sea when I'm playing as the Russians?
