Penal colony?

I see that one of my adversaries got a penal Colony. How can I check what races they opress?
I also want to know if there are a way to know more about my opononents. Like how good leaders they got and level of development on their colonies. If I can send spies to assasinate oponents leaders then I need to know who is worthy targets.

check what races they have in their empire via diplomacy screen. it will be someone not in their family.

as to adittional foreign intelligence collection missions ... asked for, maybe in some future expansion or patch.
