Eastern Fleet Icon/Flag

Version 3.1; the Eastern Fleet Flag appears as the conflict icon! If I change a base to Eastern Fleet the base flag shows the two guys carrying guns!

I think this bug has actually been around for a long time. Whenever I have switched a base to Eastern Fleet control in the previous versions, the yellow border indicating hostile troops has shown up. Apparently the program is confused by the fact that Eastern Fleet has no LCU's, therefore any other LCU unit creates a conflict--even if it's an Allied one.
Civil war? What does that mean? Is there any foreign war? Isn't every war fought between men, between brothers?

The EF bug has been around since the 2.x versions. It needs to be changed, because it telegraphs to the Japanese player where the EF HQ is. And EF can get land units attched to it, like any other HQ.

It cant get changed. Many have looked at this, and there is nothing that we can do to change this.

There is the one thing that could be changed, but that would mean, instead of always showing enemy presence flag, never showing enemy presence flag (for Eastern Fleet bases).

The japanese player still won't know if you give it more than one base. Say, Tricomalee, Akyab, and that northern NEI base where the Western Knil is. I usually give Andaman Isl. to Malaya AG at the beginning, and then give it to EF later.
