How to/Can I mod growth rate?

How to/Can I mod growth rate?

I've played like 3 complete games now - it seems to me that my new colonies (empty planets) never grow to be of any significant value to me at all during the entire game.

Is there a simple setting to change the game to increase the general growth rate of colonies?

Edit the race file. You see growth as the third value or so...
