damaging rail capacity at start?

Is it possible to create a scenario with damaged rail capacity at start?

I am trying to edit the 41 scenario - but, when I go to say Moscow in the editor locations tab and set the railyard damage to 50 and then save the scenario, I note when I reload it then shows 0? Is this working as designed?

Thanks for the reply, but, I can't seem to get the damage to stay? If I set say Moscow rail damage at 50 in the locations tab and then save the scenario, back out of the editor, and load the scenario again (either to play or in the editor) the damage is back to 0.

Damage does not appear to "stick"?

It appears you cannot damage factories - for some reason after you save and reload the scenario all damage is set back to 0. I have even tried it via importing the CSV values.

You need to lock Generic Data.

Therein must lie the problem - you cannot lock generic data for locations it appears?

Oddly still - even if I change the generic data to show damaged it still does not save. I can change number of factories, just not damage level.

Locking cannot be the only issue, I have changed any number of location attributes, saved, and they all appear. However, damage simply won't stick. Any thoughts bc? I have read through your editor manual draft - by the way a great work. Thanks for putting it together.

Yes - I tried what you are pointing out - no dice.

Also note from the screenshot above that you cannot select locations generic data to be locked.

You're right. You can't make changes to the Locations file in either the "scenario creation" mode or in the Generic Data mode. I seem to recall having the ability to do this at one time. Hmmm...
