Doom,

Playing as Great Britain, got this message on turn 73. I do not know if the option selected, has in fact triggered the benefit as range is rather difficult to chart.

My aircraft technology research has not been completed and I cannot advance units to that tech level yet.
The event fired for all the powers in the game.

I think this is related to the Germans completed level 3, as their air units are now at that level.

May be the exact same error, but in a recent game, my human controlled Germans achieved tech 3. In that same end/beginning turn phase, I got a message saying that the Italians had achieved tech 3 and asking which benefit option I wanted. This was followed by the same message for the Rumanians achieving aircraft tech 3, and then one for the Hungarians, Bulgarians and Slovaks.
