German Production screen

Do the Germans have any direct control on their production ??? I've read that by changing the % Toe to different unit and weapon types, the Germans can funnel whom (manpower) and what (armaments) go where, but am I'm misunderstanding something in this issue ???? I've read how German forces had too much or too little armament or manpower and it seemed to be do to poor management of modifying Toe ... not do to failure in changing the armament production directly... ??? !!!

Production can't be controlled. Where production goes can be - that's where the TOE limits come into play. The Soviets are able to create their own units though.
