Commanders stuck in the twilight zone

After the defeat of England the German Expeditionary Force goes into the deployment pool for reassignment along with their commanders. It seems that if you want to get the Commander back for reassignment you need to deploy the unit first (which may not suit your grand plan). Is their any way to get assigned leaders out of the deployment pool without deploying their attached unit?
