Pirates

I'm playing a game with pirates for the first time, does anyone know if a nation subject to pirating potentially losses $1-5 money per pirate fleet attacking it, or $1-5 no matter how many pirate fleets attack it?

The rule per 12.2.1 indicates a check for each fleet, with modifiers.

I've noted that there is no provision for the nation operating the privateers to gain anything from the trade value taken, which EiH rules have. Also, there should be some modifiers for the anti-piracy operations to account for attacker-defender odds. Pirates have a 90% chance of taking losses even if they significantly outnumber the defenders, and not sure if this is per fleet or not. If and when naval combat ever get a relook, some of this should be considered also. It gives purpose to having light ships in the game.
