Problem about multi-general

Hi,
I'm french, I bought FoG and I like, but I don't understand how it's possible to create in scenario more than 1 general by side.

I can"t change level (only level 2 i s avalaible).

If there are more than 1 general, when i begin the game, I got an error message about the obligation to get 1 leader 'overall".

How can I manage more than 1 general and more than 1 unique level.
