Quite straightforward, really.

1) The Ammo dump/truck must be next to, or in the same hex as, the empty unit.

2) Neither unit can move during the turn.

3) Both units must be un-suppressed.

Reloading occurs after your artillery fire phase.

The reload rate is a function of the caliber and type of ammunition.
(150mm shells reload very slowly, .50cal reloads very quickly.)

Ammo dumps reload at twice the rate of Ammo trucks. (for the most part, there are exceptions)

The attached file is the reload rates of common artillery pieces in version 7.0. I haven't checked them for 7.1, but I assume they're nearly the same, if not identical. Enjoy. :D
