How bad?

How bad would it blow the game out of proportion to make US submarine torpedoes more reliable in the game? In response I could beef up IJN anti-sub capability a bit maybe.

I'd say that depends exactly how much better you intend to make them, no?

There are a lot of US boats stationed at Manila when the war starts. In my games every turn there are up to a dozen shots being taken. Most at freighters but a few at warships. I would love to see a lower dud rate but think of the damage the IJN would have to deal with if you lowered the dud rate by 10%.

Mmh, the JFB in me says "no" - unless there is a way to model the USN torpedo shortage which forced many US subs to leave on patrol with less than full torpedo loads well into 1943.

Following up with LSTs suggestion, have the American subs carry less torpedoes at start (1/3 to 1/2 normal reload) and have an upgrade in early '43 that brings them up to full capacity. This would force them to have to go home to reload more often.

For Japan, increase crew experience of your SC and PBs from the 20s to low 40s. Then, add in an upgrade in '43 to have them go from the useless Type 95 (non-effective in deep ocean hexes) to Type 95-2. Look at Reluctant Admiral 4.0 for what they did with the SCs and PBs to produce less, but better.
