How to turn on Japanese Production?

Where's the toggle switch for Japanese production? I looked everywhere (realism, games options and preferences) and searched the manual for it but I can't find a way to turn it on or off.

It is turned on or off in the scenario data file.
I think that the two obligations you have are to be good at what you do and then to pass on your knowledge to a younger person
