I would say peak and average are quite close to each other. Currently I am using around 2100 HI for production, 2000 HI for pilot training. I got arms manufacturing turned off as I have a very large stockpile and am not taking many losses in the ground war so far (China is pretty quiet).
It is a PBEM, december 1943. I don't really mind my opponent seeing the data as I have told him already that I got good stockpiles.. Truth is I will run out of good pilots and ships before I run out of HI..
The reason I keep producing that much HI is because I can really use the supplies that come with it...

I am in early Jan 44 in one game. My opponent knows my economy is strong, so I don't feel like I am giving anything away here. I don't have my tracker at work and will post more details after two after work meetings late this evening. In a nutshell: I am producing approximately 1000 planes a month that are mostly single engine and no four engine. My armaments and vehicles are just enough to keep ahead of the curve on the demand. My Naval shipyards are about 4000 HI a day and my merchant shipyards are around 3000 HI a day. I am putting 4000 HI a day away, of which approximately half pays the mortgage at the beginning of the month. The rest goes into the bank of which is well on its way to my second million in the bank. I will post a tracker chart to show you.
The fact that I am doing so well is not me, but the others here who have been so helpful in figuring this out. All the credit is to them! Thanks guys.

I am guessing it goes up with time, as Japan produces more, and more planes, and engines. Maybe someone should calculate cost of all repaired R&D plane, and engine factories, add initial armament, vehicles, and shipyards expenses, add average pilots raining cost, and compare it with overall HI production?ORIGINAL: treespider

Answer is not that easy, when compared to game, because players tend to stop quite lots of armament, and shipyard production, of which historical Japan did neither.ORIGINAL: treespider

Actually, to simulate poor pilots quality, economy should probably crash in late 1943 (no enough HI for pilot training).

Scen 2 (stock) at Dec 30 1942.
It's a quiet game and I have only done moderate expansions. Nothing is turned off except Yamatos but I feel very comfortable.

FWIW here is what I would do. It's quite drastic, but I think that's what is needed.
Stop Refineries producing Supply.
Make Light Industry require a lot more Resources, +50% or even +100%.
Make Heavy Industry only produce 1 HI pt instead of 2.
Change industry repair values to 5,000 Supply per point across the board, except for aircraft which is hard-coded.
As a consequence you would have to significantly reduce the pilot replacement rate, but that's realistic IMO.
On the Allied side I would suggest seriously reducing the practically infinite quantities of supply and fuel which are available right from the start.
