LCU Amphib transport question

I have an US Inf unit in Townsville that I want to transport to Port Moresby. I have an Amphib TF: 4xAP and 1x xAP, which I think is more than enough for the job. Way more...
The unit isn't listed as static, but everytime I attempt to load, the only unit in the hex that shows up as a AA battalion (there are numerous Inf, eng, and support units too, but they fail to show up on the list too). I've tried putting unit in Strategic mode,dock the TF, etc.; Nothing seems to work.
And Port Moresby needs them [:'(]

Any help would be welcomed. Thanks.

It's probably assigned to a restricted HQ. You would need to pay Political Points to reassign the LCU to a non-restricted HQ. Then, to load onto an Amphib TF, the LCU needs to be in Combat mode.

Sounds like the US LCU is assigned to a restricted HQ. In the Guadalcanal scenario all US units in Australia start restricted.

If that's not the case, then use an Amphib TF to load LCU's in combat mode (not resting or moving) and Transport TF to load LCU's in strat mode.

The mode that the unit is in is absolutely paramount. As indicated above by others, having the wrong mode will not allow anything to happen. That's most likely your problem. Also keep in mind that to switch from combat to strategic or the other way round takes between 1-3 days, so don't expect loading to happen right after the switch. Hal
