Questions about Manuals

Not a native speaker,so there are some questions about the updates in Manuals.

Section 15.6.2(V1.03 Beta 3) - "For combat value reductions due to ammo/fuel/supply shortages, these will be limited such that all units will be considered to have at least a
minimum of 25% of each of these items." AND
Section 15.9.4.1(V1.05.53) - "All HQ’s in the unit’s change are tested, and if any passes this test, then a normal leader morale check is made to determine whether the unit rallies. "

I'm quite confused with the two sentences, especially the colored words. Could anyone explain it in detail? Thanks for asking ~

Those are very old manual versions you referenced and the wording has probably been corrected in more current versions. Pretty sure "change" should be "chain" as in chain of command in your second question. Not sure about the first one without going back and reading that section. Try downloading the latest update which will have the current manual.

These were copied from the new v1.06.06 Manuals. At first I suppose it would be "range", but "chain" as you mentioned is much better.
 
As for the first one, I'm not sure whether it means "the CV will not reduce if a unit get at least 25% of total supply they need" or "due to supply shortage, CV of a unit will reduce at least 25%" ?

OK for the first question it means that units with low ammo/fuel/supply will have their CV reduced, but for making that calculation the unit will always be considered to have at least 25% ammo/fuel/supply even if the actual values are lower. Hope that is clear.
