Assignment of SUs to corps/armies

Playing Ger vs AI, I am surprised at game codes assignment of SUs to my corps/armies. Can reassign to desired units but pay price for 1 turn. Anyone say what I can do to prioritize these automatic assignments? Usually find 1 corp in green army (9?) that gets a boatload and nothing going to 2nd army even after its bulked up. Help appreciated.

well i most of the time reasign them manually and then i lock the HQ when theyre fine for me so they dont receive nor remove any SU

Thanks gids. I'll look at locking HQs. Thought that did something to supply level & other factors, so haven't tried so far.

There's a lot happening in this game that is not transparent to me; maybe that's good. Love the game though.
