Place reinforcements bug

Playing firefight Crossfire using 1.4 beta version.

Starting Turn 3, one of my artillery strikes came through on time and the other was delayed. Then the list of available reinforcements was displayed on the left and the whole map was flashing blue allowing me to place my reinforcements anywhere on the map. I surrounded the victory hexes with my reinforcements and annihilated the Russian defenders.

This is the second time I'd played this firefight and the first time it only allowed me to place reinforcements along the bottom row of hexes in the West half of the map through the whole firefight.
