1942 Static Units: Should they be activated?

In the 1942-1945 game, most of the soviet front line is static. Should I spend precious admin points activating these units? Some are in precarious salients. I played a game where my opponent went after those salients. What is standard operating procedure?

i would let them static in areas where:

-you plan no attack.
-the terrain gives you good defensive CV and is too bad for mobile german units.

for example in the far north. when the germans have leningrad and you retreat to the woods it's a good idea to put the units of the leningrad front or northern front later in static mopdus.

wjhere the german armor is one should activate the units asap.
