Number of German Units Needed to Hold

If the Finns are freed up to defend north of the no Finn move line, there are 80 hexes that have to be covered south of it all the way to the Black Sea. Is it feasible for only 40 German units one hex apart to to cover the entire front by retreating 2 hexes every turn during the blizzard (with a few extras and two Pz Corp available to help) without being decimated ???? Or do two units need to be sacked to raise the CV value ???

A good Sov will oozle through and kill units. Defend or run. Red Ooze is deadly. As Axis I play a spaced Div line in good weather as an Axis div can move, pound offending oozleing unit and return to hex. I change by Mud and winter. 2 cents.
