Minor Countries

I'm getting Prestige dinged by not having the Romanian and Hungarian troops not under their command. However, I've got almost all the troops reporting to their commanders who in turn report to the OHK. What am I missing

Maybe they need to be under Minor Country Army command, too? Not just Corps HQ, but also Army HQ, led by citizens of those countries? The manual says you need both if Minor spirit gets over 80% or something.

At the moment, there are no Romanian Army HQ's at the start of Case Blue, so you have to create them.
