Initiative card: based on "Initiative" skill?

The development team behind the award-winning games Decisive Campaigns: From Warsaw To Paris and Advanced Tactics is back with a new and improved game engine that focuses on the decisive year and theater of World War II! Initiative card: based on "Initiative" skill?

Von Kleist has an "Initiative" tactical card, also described in the rulebook. It says the card's efficacy depends on the "Initiative" rating of the commander. But I don't see an "Initiative" rating. Does this refer to his Audacity rating or something?
