When I use a card for example: 'request SS panzer reinforcements at OKH' - where do they send those reinforcements to? and where can I see that?

From what I understand they are sent directly to OKH. You can look at OKH unit and the UNIT TROOPS tab. They will also show up in the UNIT DETAILS - REPL RECEIVED tab. Next turn they will be distributed as normal replacements to your units requesting them.
