AI building units in my cities

An AI, with whom I am at peace, built a unit in one of my cities, far behind the border. What is going on and what will happen when I go to war with it?

Wow must be a bug, never seen that before. You're sure it's not an enemy AI? Or maybe the borders have shifted to the advance of an opponent AI, and the AI you're not a war with but who is at war with that AI, chose to occupy it? Or maybe the borders shifted because of yet another AI, that does happen if you don't have troops occupying it. Don't know just guessing here.

I am using ATG Gold 2.11.
It is a normal random game, regular graphics.
I have no mods installed.
Yes, I have a saved game.
