Duplicated Empires in diplomacy screen bug

Ive run into this problem quite often when Im messing around with the editor, and I often do.

Im not sure exactly what causes it, but I seem to remember running into before any expansions came out and it only happens after using the editor. It also applies with Legends and latest patch installed.
