Railroads

I think I am seeing that Railroads are slightly quirky.

Some units (sitting on rails) can be railroaded, others cannot.

Some units can be railed next to units, others cannot.

I will practice more tonight, but I cannot figure out how the little tricks of this.

You can only enter a railmove when sitting adjacent to a city connected to a the rail network (and you need sufficienct rail capacity for the turn of course).

Valid destinations are cities (or adjacent hexes) connected by rail through friendly territory. Adjacent hexes are only valid in friendly territory.
