Who controls captured PP's?

Who controls captured PP's?

It just occurred to me that I have no idea how to tell what country controls captured PP's? Any details I'm overlooking?

The current owner of a captured city gets 50% of the city's current PP output.

Owner is marked in the hex terrain box:

Is there a way to tell what a Cities PP level is?

Also: When air or naval units -- strategic bombers or Airships -- bombard cities and get a PP hit, is that a permanent PP loss for the given City; or is it a one turn loss of the PP for the given city?

PP loss lasts for a few turns (6-10 I recall reading).
