Blockade runners?

I think that randomly spawned blockade runner convoys trying to reach a Central Power port would increase the naval action in the game and increase the importance of the navies.

I do believe that the blockade runners would be historically justifiable as well.

Maybe the inclusion of such convoys would decrease the scrapping of the navies that seem to be fairly common in multiplayer games. The idea is that most of those convoys would not reach the destination but the Entente has to work in order to stop them. The Central Powers gets an additional use for their navy in trying to open up the blockade.
